WORKING REGULATIONS OF THE PEOPLE'S COMMITTEE OF DISTRICT 8

(Issued together with Decision No. 5107/QD-UBND

dated December 31, 2021 of the Chairman of the People's Committee of District 8) 

Chapter I

GENERAL PROVISIONS

         Article 1. Scope and subjects of regulation

         1. Scope of regulation

         a) This Regulation stipulates the operating principles, responsibilities, working style and meeting regime of the People's Committee of District 8.

         b) Working relations and work resolving order of the People's Committee of District 8 with the People's Committee, Chairman of Ho Chi Minh City People's Committee, District Party Committee, Vietnam Fatherland Front Committee and socio-political organizations in the district and other organizations and individuals that have working relations with the district People's Committee.

         2. Subjects of regulation

This Regulation applies to the Chairman of the District People's Committee; Vice Chairmen of the District People's Committee; Chief of the District Police; Commander of the District Military Command; specialized divisions under the district People's Committee; other administrative divisions, public non-business units under the District People's Committee; other organizations and individuals having working relations with the District People's Committee.

Article 2. Working principles of the District People's Committee

1. District People's Committee works according to the headship regime; ensure the principle of democratic centralism.

2. The Chairman of the District People's Committee is the head of the District People's Committee and is responsible for leading, managing and directing the District People's Committee to perform the assigned functions, tasks and authority.

3. The Vice Chairman of the District People's Committee assists the Chairman of the District People's Committee to handle the tasks as assigned by the Chairman of the District People's Committee, and is responsible to the Chairman of the District People's Committee and to the law on the assigned tasks. In the Chairman's absence, a Vice-Chairman is authorized by the Chairman in writing to run, handle affairs and sign documents of the District People's Committee.

In case the Chairman of the District People's Committee is vacated, the Chairman of the People's Committee of Ho Chi Minh City shall decide to assign the Acting Chairman of District People's Committee to a Vice Chairman of District People's Committee until a decision on appointment of the Chairman of District People's Committee is made.

4. Duties and powers of the District People's Committee specified in Clauses 2, 3, 5 and 11 of Article 5 of Resolution No. 131/2020/QH14 must be discussed collectively before the Chairman of the District People's Committee makes a decision and takes responsibility for his decisions, specifically as follows:

- Decide on investment policies for public investment programs and projects of groups B and C using capital from the district and ward budgets under the provisions of the Law on Public Investment; give opinions on investment policies for projects under the decision-making competence of the competent divisions or individuals that the Law on Public Investment stipulates must be consulted by the district-level People's Council; organize the implementation of public investment programs and projects according to management decentralization; approve the medium-term and annual public investment plans of the Ward People's Committee; decide to assign the tasks of socio-economic development to the Ward People's Committee.

- Specify the functions, tasks and powers of specialized divisions under the District People's Committee in accordance with the guidance of the Ministry of industries, fields and other relevant documents.

- Propose and coordinate with competent agencies in performing tasks of national defense and security, measures to ensure social order and safety, and fighting, preventing and combating crimes and other illegal acts at the locality according to management decentralization.

- Promulgate legal documents to stipulate matters assigned by laws and resolutions of the National Assembly and decentralize according to the provisions of Clause 10 of this Article. Suspend the execution or annul part or all of illegal documents of specialized divisions of the District People's Committee and illegal documents of the Ward People's Committee.

The collectivity specified in this Clause includes: Chairman of the District People's Committee, Vice Chairmen of the District People's Committee, Chief of the District Police, the Commander of the District Military Command and the heads of specialized divisions under the District People's Committee. In addition, based on the content of the meeting, the Chairman of the District People's Committee may invite other relevant units.

District civil servants work in accordance with the Working Regulations, ensure the principle of democratic centralism and comply with the provisions of the law.

5. Activities of the District People's Committee to meet the satisfaction of the people, comply with the order and procedures, in accordance with the assigned competence, in accordance with the provisions of law and the working regulations of the District People's Committee.

6. Promote administrative reform, apply online public services to settle administrative procedures for individuals and organizations in the district and according to the provisions of law, ensure the activities of the District People's Committee must be democratic, open, transparent, unified and transparent.

7. When necessary, the Chairman of the District People's Committee shall authorize the Vice Chairman of the District People's Committee, head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee and the Chairman of the Ward People's Committee to solve one or several tasks under the authority of the District People's Committee.

Article 3. Organizational structure of the District People's Committee

The organizational structure of the District People's Committee includes:

1. Chairman of District People's Committee;

2. Vice-Chairman of District People's Committee;

3. Chief of District Police;

4. Commander of District Military Command;

5. Specialized divisions under District People's Committee;

6. Other administrative divisions and public non-business units under the District People's Committee.

Chapter II

RESPONSIBILITIES AND SCOPE OF RESOLVING WORK OF DISTRICT PEOPLE'S COMMITTEE

Article 4. Responsibilities and scope of resolving work of the Chairman of District People's Committee

1. The Chairman of the District People's Committee is responsible to the People's Council, the People's Committee, the Chairman of the People's Committee of Ho Chi Minh City, the District Party Committee and the law for the performance of tasks and powers of the District People's Committee.

2. The Chairman of the District People's Committee is responsible for implementing the provisions of the Law on Cadres and Civil Servants, other relevant provisions of law, and complying with the working regulations of the District People's Committee and following responsibilities:

a) Be responsible for managing civil servants and public employees of the district or wards in accordance with the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees, relevant laws and decentralization and authorization.

b) Issue the working regulations of the District People's Committee; Sign documents of the District People's Committee with the title of Chairman and be responsible for the documents of the District People's Committee.

3. The Chairman of District People's Committee, who violate the responsibilities specified in this Article, shall be considered and handled according to the provisions of the Law on Cadres and Civil servants, relevant laws and guiding documents.

4. Directly perform or assign the Vice-Chairmen of the District People's Committee to perform the accountability in accordance with the law on anti-corruption.

Article 5. Responsibilities and scope of resolving work of the Vice-Chairman of the District People's Committee

1. The Vice-Chairman of the District People's Committee is responsible for performing the tasks assigned and authorized by the Chairman of the District People's Committee and is responsible for his direction and decisions.

2. In the field of assigned works, the Vice-Chairman of the District People's Committee has the following duties and powers:

a) Take the initiative in inspecting, urging, guiding and directing specialized divisions, divisions of the District People's Committee, the Ward People's Committee in organizing the implementation of decisions and directives of the District People's Committee, the Chairman of the District People's Committee, the guidelines, policies and laws of the State in the field of assignment.

b) Direct the elaboration and organization of implementation of planning and schemes in their assigned fields in accordance with decisions and directives of the District People's Committee, branch planning and master plans of the superior state agencies and the Party's lines and policies, and the State's laws.

c) Use the powers of the Chairman of the District People's Committee in deciding to settle the work in the assigned fields and take responsibility before the Chairman of the District People's Committee and the law for such decision.

d) Report and propose to the Chairman of the People's Committee of the district to consider and decide to promptly handle the work related to the assigned fields, which has been coordinated to handle but the opinions are not agreed.

3. The Vice-Chairman of District People's Committee who violate the responsibilities prescribed in this Article shall be considered and handled according to the provisions of the Law on Cadres and Civil servants, relevant laws and guiding documents.

Article 6. Responsibilities and scope of resolving work of the Chief of the District Police

The Chief of the District Police shall report to the Chairman of the District People's Committee the policies and directions of the Ho Chi Minh City Police; advise and propose to the Chairman of the District People's Committee the specific measures to perform the tasks of security, ensure social order and safety in the district as prescribed; perform other tasks assigned by the Chairman of the District People's Committee and submit to the inspection, guidance and direction of Ho Chi Minh City Police.

Article 7. Responsibilities and scope of resolving work of the Chief Commander of the District Military Command

The Chief Commander in Chief of the District Military Command is responsible for reporting to the Chairman of the District People's Committee the policies and directions of Ho Chi Minh City High Command; advise and propose to the Chairman of the District People's Committee the specific measures to perform the tasks of national defense and military in the district as prescribed; perform other tasks assigned by the Chairman of the District People's Committee and under the inspection, guidance and direction of the Ho Chi Minh City High Command.

Article 8. Responsibilities and scope of resolving work of heads of specialized divisions under the District People's Committee

1. Take responsibility before the Chairman of the District People's Committee, the District People's Committee and before the law for the performance of the functions, tasks and authority of state management assigned in the district according to the provisions of Article 4, Decree No. 37/2014/ND-CP dated May 5, 2014 of the Government regulating the organization of specialized divisions under the District People's Committee, towns and provincial cities; Amended and supplemented by Decree No. 108/2020/ND-CP dated September 14, 2020 of the Government amending and supplementing a number of articles of Decree No. 37/2014/ND-CP, relevant legal documents and be subject to the inspection, guidance and direction of professional works by specialized divisions and agencies under the People's Committee of Ho Chi Minh City.

2. Be responsible for complying with the decisions and directions of the Chairman and Vice Chairman of the District People's Committee; the case of slow implementation or failure of performance must be promptly reported and clearly state the reason.

Article 9. Responsibilities and scope of resolving work of the Chief of Office of the District People's Committee

In addition to complying with the provisions of Article 8 of this Regulation, the Chief of Office of the District People's Committee also has the following responsibilities:

1. Build work programs and plans, preliminary and final reports on activities, report on reviewing the direction and administration of the district People's Committee and other reports of the district People's Committee under the direction of the Chairman of the District People's Committee.

2. Inspect and urge specialized divisions, other administrative divisions and public non-business units under the People's Committees of districts and wards to implement the programs and work plans of the district People's Committee.

3. Develop and submit to the District People's Committee for approval and assist the District People's Committee to inspect, urge and review the implementation of the Working Regulations of the People's Committee. Assist the District People's Committee and Chairman of the District People's Committee in organizing the implementation of the Regulation on cooperation between the District People's Committee and the Standing Committee of the District Party Committee, the People's Court, the People's Procuracy, the Vietnam Fatherland Front Committee and socio-political organizations in the district.

4. Monitor and grasp the general operation of the People's Committee, organize the collection, synthesis and provision of information to serve the direction and administration of the People's Committee, the Chairman and Vice-Chairman of the District People's Committee; perform the task of providing information to citizens according to the Law on Access to Information.

5. Advise the Chairman of the District People's Committee to organize the implementation of the Government's Decree No. 61/2018/ND-CP dated April 23, 2018 on the implementation of the OSS mechanism, the inter-connected OSS mechanism in local state administrative agencies; organize a department to receive, handle and return results according to the "one-stop shop" mechanism of the District People's Committee.

6. Ensure the working conditions and organization to serve the activities of the People's Committee, the Chairman and Vice-Chairmen of the District People's Committee.

7. Uniformly manage the promulgation and publication of documents by the People's Committee and the Chairman of the District People's Committee.

8. Deal with a number of other specific tasks assigned by the Chairman and Vice Chairman of the District People's Committee.

Article 10. Responsibilities and scope of resolving work of head of other administrative divisions and public non-business units under the District People's Committee

  1. Settle recommendations of organizations and individuals related to the functions and management competence of their divisions and units; submit to the Chairman of the District People's Committee matters that are beyond his/her competence or which have been jointly resolved but have not reached consensus.

2. Proactively propose and comment on the general works of the District People's Committee and perform the work tasks as assigned by the Chairman of the District People's Committee.

3. Consult with the agency in charge of drafting documents and schemes when there are issues related to the functions, competence and management fields of their divisions or units.

Chapter III

WORKING RELATIONS OF THE DISTRICT PEOPLE'S COMMITTEE, CHAIRMAN OF THE DISTRICT PEOPLE'S COMMITTEE

Article 11. Working relations of the District People's Committee with the People's Committee, Chairman of the People's Committee of Ho Chi Minh City

1. The Chairman of the District People's Committee is under the direct leadership and direction of the People's Committee and the Chairman of the People's Committee of Ho Chi Minh City. For matters beyond his/her competence, the Chairman of the District People's Committee must report to the People's Committee and the Chairman of the Ho Chi Minh City People's Committee for guidance; comply with the reporting regime to the People's Committee and the Chairman of the People's Committee of Ho Chi Minh City as prescribed.

2. The District People's Committee, specialized divisions of the District People's Committee shall comply with the inspection by the People's Committee, the Chairman of the Ho Chi Minh City People's Committee and the specialized divisions of the Ho Chi Minh City People's Committee in performing their tasks.

Article 12. Working relations of the District People's Committee with agencies under the People's Committee of Ho Chi Minh City

  The District People's Committee is subject to professional guidance and inspection by the agencies of the People's Committee of Ho Chi Minh City according to the sectors and fields in which these agencies are in charge.

Article 13. Working relations of the District People's Committee, the chairman of the District People's Committee with the District Party Committee, the Vietnam Fatherland Front Committee and socio-political organizations in the district, the People's Procuracy, District People's Court

1. The District People's Committee is under the leadership of the District Party Committee and reports to the District Party Committee on the implementation of the tasks assigned by the People's Committee and the Chairman of the People's Committee of Ho Chi Minh City.

2. The District People's Committee shall closely coordinate with the Vietnam Fatherland Front Committee and socio-political organizations in the district to take care and protect the people's legitimate interests; propagate, educate and mobilize the people to participate in building and consolidating a strong government, voluntarily implement the guidelines and lines of the Party, policies and laws of the State. The District People's Committee is responsible for creating conditions for the Vietnam Fatherland Front Committee and socio-political organizations in the district to well fulfill their functions and tasks; consider and settle according to its competence the recommendations of the Vietnam Fatherland Front Committee and socio-political organizations in the district.

3. The People's Committee of the district shall coordinate with the People's Procuracy and the District People's Court in the fight against crime and law violations; ensure law enforcement, maintain discipline and administrative discipline, and organize law propaganda and education at the locality.

Article 14. Coordination relations in solving work between head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee

1. Head of specialized divisions, other administrative divisions and public non-business units under the District People's Committees when settling issues within their competence related to the functions and tasks of the other division, the head of that division must be consulted; The head of the division being consulted has the responsibility to answer and take responsibility for such opinion. The collection of opinions can be in the form of a meeting or in the form of a letter. If after 10 working days, the head of the consulted division does not reply in writing, it will be considered as approving and must be responsible for the relevant contents.

2. For issues beyond their competence and ability to solve, head of specialized divisions, other administrative divisions and public non-business units under the District People's Committees must actively work with relevant divisions, submit them to the Chairman of the District People's Committee for consideration and decision.

3. Head of specialized divisions, other administrative divisions and public non-business units shall have to strictly and fully implement the decisions and directives of the District People's Committee and the Chairman of District People's Committee on issues related to their divisions and units. If the provisions of the District People's Committee or the Chairman of the District People's Committee are no longer relevant, the head of specialized divisions, other administrative divisions and public non-business units, the People’s committee of the wards have the right to propose to the District People's Committee to consider amending, supplementing, replacing or abolishing.

Article 15. Working relations between head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee and the Chairman of the People's Committee of the wards

1. The Chairman of the Ward People's Committee has the request to work with the head of specialized divisions, other administrative divisions and public non-business units of the District People's Committee in the field of branch management in the ward. It is necessary to carefully prepare the content and notify the relevant divisions in advance. Depending on the nature and content of the written request, head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee shall work with the Chairman of the Ward People's Committee to through a method appropriate to the actual situation. When the head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee are absent, that head shall assign a deputy head to work with the chairman of the Ward People's Committee, then report the results to the Head.

2. Head of specialized divisions, other administrative divisions and public non-business units under the District People's Committee are responsible for handling the proposals of the Chairman of the Ward People's Committee according to their competence and must reply in writing within 10 working days from the date of receipt of the written request. In case the matter is beyond its competence or cannot be handled or resolved within the prescribed time, a written reply must be sent to the requesting agency. At the end of that time limit, if a written reply has not been received, the Chairman of the Ward People's Committee shall propose or report to the Chairman of the District People's Committee to direct the responsible agency to handle it.

3. The Office of the District People's Committee serves as the focal point for coordinating with relevant agencies and completing the documentation to submit to the District People's Committee for decisions on matters that exceed the authority of the Head of specialized divisions or units under the District People's Committee.

Chapter IV

The orders and procedures

for issuing legal documents by the District People's Committee

Article 16: Form of legal documents

The form of legal documents issued by the District People's Committee is a decision.

Article 17: Drafting decisions of the District People's Committee

The draft decision of the District People's Committee is prepared by the specialized division under the District People's Committee, assigned and directly supervised by the Chairman of the District People's Committee. The drafting division is responsible for developing the draft decision and submitting it for approval.

Based on the nature and content of the draft decision, the drafting division organizes consultations with relevant divisions and organizations, as well as individuals directly affected by the decision. The relevant consulted divisions and organizations are responsible for providing written responses within a period of 7 days from the date of receiving the draft decision. In the case of consulting individuals directly affected by the decision, the consulting division must identify the issues requiring their opinion and ensure a minimum of 7 days for them to provide feedback on the draft decision.

Article 18: Appraisal of the draft decision of the District People's Committee

The Division of Justice is responsible for appraising the draft decision of the District People's Committee before submission. No later than 10 days before the meeting of the District People's Committee, the drafting division must send the draft decision file to the Division of Justice for appraisal.

The appraisal file includes: the submission letter and the draft decision; the summary of opinions on the draft decision; and other relevant documents (if any).

The content and reporting of the appraisal are carried out according to the provisions of Clauses 3, 4, and 5 of Article 121 of the Law on Promulgation of Legal Documents 2015 and Clause 36 of Article 1 of the Law amending and supplementing some articles of the Law on Promulgation of Legal Documents 2020.

No later than 5 days before the meeting date of the District People's Committee, the Division of Justice sends the appraisal report to the drafting division.

Article 19: Submission of the draft decision file to the District People's Committee, Chairman of the District People's Committee

The drafting agency sends the draft decision file to the District People's Committee no later than 3 working days before the meeting date of the District People's Committee, to be forwarded to the Chairman of the District People's Committee, Vice Chairman of the District People's Committee, and the head of the specialized divisions under the District People's Committee.

The draft decision file submitted to the District People's Committee includes: the documents specified in Clause 2 of Article 18; and the appraisal report from the Division of Justice.

Article 20. Procedure for considering and promulgating the draft decision of the People's Committee of the district

1. The draft decision of the District People's Committee may be consulted for collective discussion at a meeting of the district People's Committee organized by the chairman of the District People's Committee.

2. The Chairman of the District People's Committee signs and promulgates the decision of the District People's Committee as the head of the promulgating agency.

Chapter V

MEETINGS, DIALOGUE, GUESTS RECEPTION, BUSINESS TRIPS, AND REPORT INFORMATION

Article 21. Organization of meetings of the District People's Committee

1. The organization of meetings of the District People's Committee shall comply with the Working Regulations, convened by the Chairman of the District People's Committee to perform the assigned functions and tasks.

2. The Chairman of the District People's Committee invites the Secretary of the District Party Committee, the Chairman of the Vietnam Fatherland Front Committee of the district, the head of the district's socio-political organization, the National Assembly and the Ho Chi Minh City People's Council deputies for election in the district attend the meeting of the District People's Committee when the content of the meeting contains the related issues.

3. Meeting conclusions related to the people must be reported on the web portal of the district People's Committee (except for information classified as State secret) for public and timely information to agencies, organizations and the people to know and comply with the provisions of the law and the working regulations of the District People's Committee.

Article 22. Meetings of the District People's Committee

1. The District People's Committee shall meet at least once a month. The time for convening the meetings shall be decided by the Chairman of the District People's Committee. The Chairman of the District People's Committee presides over the meetings of the District People's Committee. In the Chairman's absence, a Vice-Chairman is assigned to preside over the meetings.

2. The agency in charge of drafting the scheme or document must send the dossier in advance to the Chairman or Vice-Chairman of the District People's Committee in charge of the field for consideration and decision on submission to the meeting.

3. The Office of the District People's Committee is responsible for planning the agenda and composition of the meetings and submitting them to the Chairman of the District People's Committee for decision; urging the responsible agencies to prepare draft proposals, documents for submission, and related materials; checking the submission files; sending invitations and meeting documents to the delegates five days prior to the meetings; preparing the necessary conditions for the meetings.

4. The Chief of the Office of the District People's Committee shall organize the drafting of minutes and shall be responsible for timely notifying, in writing, the opinions and conclusions of the meeting's presiding officer to the Chairman, Vice-Chairman of the District People's Committee, and relevant organizations and individuals for implementation.

Article 23. Regular work-handling meetings of the Chairman and Vice-Chairmen of the District People's Committee

1. Weekly briefing meetings: The Chairman and Vice-Chairmen of the District People's Committee conduct weekly briefing meetings.

a) The Chairman of the District People's Committee shall decide the convening, composition, content, time and chair the briefing meetings. In case the Chairman is absent, the Vice-Chairman is authorized to preside.

b) Composition of the briefing meetings include: Chairman, Vice-Chairmen and Chief of Office of the District People's Committee. If necessary, it may include the head of some specialized divisions, units of the district People's Committee, the chairman of the Wards People's Committee to discuss the related issues.

c) Order and content of the briefing meetings: The Chief of Office of the District People's Committee reports on the main tasks handled during the week; new and backlog tasks need to be consulted with the Chairman, Vice-Chairmen of the District People's Committee and the proposed work program next week. Delegates attending the meeting expressed their opinions and proposed handling measures within their competence. The Chairman or Vice-Chairman of the District People's Committee shall preside over and give the conclusion of the briefing meeting.

2. Meeting to handle complicated, unexpected and urgent works

a) At the direction of the Chairman, Vice-Chairman of the District People's Committee, the Chief of Office of the District People's Committee is responsible for sending invitations and related documents to the delegates, preparing the conditions for serving the meeting; issuing a notice of conclusions of the Chairman or Vice-Chairman of the District People's Committee chairing the meeting or coordinate with the presiding agency to complete the document and then submit it to the Chairman or Vice-Chairman of the District People's Committee for decision.

b) Delegates invited to the meeting are responsible for participating in the right member, on time and preparing opinions on the work discussed at the meeting.

c) The agency in charge of the work discussed at the meeting shall have to fully prepare documents and explanations; coordinate with the Office of the District People's Committee to draft a notice of the conclusions of the Chairman and Vice-Chairman of the District People's Committee at the meeting or complete the document and submit it to the Chairman or Vice-Chairman of the District People's Committee.

Article 24. Organization of meetings and conferences of specialized divisions, units under the District People's Committee.

The head of the specialized division, unit under the district People's Committee has the authority to decide and take responsibility for organizing meetings and conferences to implement or summarize work, discuss specialized matters, and conduct professional training in their respective management areas. All meetings and conferences must be organized in a concise and inclusive manner, ensure practicality, efficiency, and cost-effectiveness.

Meetings and conferences organized by specialized divisions, units under the District People's Committee may invite the head of multiple specialized divisions, units under the District People's Committee, and the Chairman of the Ward People's Committee to attend, report for opinions, and obtain the approval of the Chairman of the District People's Committee regarding the content, participants, timing, and venue of the meeting.

Article 25. Organization of Dialogue Conferences between the Chairman of the District People's Committee and the Citizens

Annually, prior to the regular session of the People's Council of Ho Chi Minh City, the Chairman of the District People's Committee is responsible for organizing a dialogue conference with the people in the district regarding the district's activities and issues related to the rights and aspirations of citizens in the district.

Based on the population size, the Chairman of the District People's Committee may organize dialogues with the citizens by Ward. The District People's Committee must announce on public media and inform the Ward People's Committee to disseminate information to the residential communities, population quarters, and groups about the time, venue, and content of the dialogue conference with the citizens, no later than 7 days before the conference date.

The results of the dialogue conference between the Chairman of the District People's Committee and the citizens must be sent to the Standing Committee of the People's Council, the People's Committee, the Chairman of the People's Committee of Ho Chi Minh City, and the Head of the Delegation Group of the People's Council of Ho Chi Minh City of the People's Council of Ho Chi Minh City in the district, at least 7 days before the opening of the nearest regular meeting of the People's Council of Ho Chi Minh City.

Article 26. Business trip

1. Head of specialized divisions or units of the District People's Committee who go on a business trip outside the city or are absent for more than 3 days, must report and obtain the approval of the Chairman or Vice-Chairman of the District People's Committee in charge; at the same time, during his absence, he must authorize his deputy to handle the work on his behalf.

2. The Chairman, Vice-Chairman of the District People's Committee, the head of specialized divisions and units of the District People's Committee must spend appropriate time to go to the grassroots, contact the People, inspect and grasp actual situation; promptly help the grassroots deal with newly arising difficulties and problems and promptly correct the violations.

Article 27. Reception of Guests by the District People's Committee

The Office of the district People's Committee submits to the Chairman or Vice-Chairman of the District People's Committee the proposed time and content for receiving guests, as requested by the head of a specialized division or a unit under the District People's Committee or by the guests themselves. Coordinate with relevant divisions to prepare programs, content, and organize the reception and work of the Chairman and Vice-Chairman of the District People's Committee.

Divisions and units that have foreign guests coming for contact and work with the Chairman or Vice-Chairman of the District People's Committee, must coordinate with the District Police and relevant divisions to ensure security and safety for the guests and the division, as stipulated by law.

Article 28. Information and Reporting Regime

The head of specialized divisions or units under the District People's Committee must fully implement the regime of periodical and ad-hoc report to the District People's Committee and the City's specialized departments.

The head of specialized divisions or units under the District People's Committee is responsible for synthesizing reports on sectors and fields as required by the District People's Committee and the Standing Committee of District Party Committee.

The Chief of Office of the District People's Committee is responsible for synthesizing reports on the evaluation of the guiding and directing works of the District People's Committee on a regular basis (monthly, quarterly, semi-annually, and annually) and the ad-hoc reports sent to the City People's Committee and the Standing Committee of District Party Committee.

The Chief of Office of the District People's Committee is responsible for providing information on the activities of the District People's Committee, the socio-economic situation of the locality to the Vietnam Fatherland Front Committee and other political and social organizations in the district, as well as the media agencies to inform the people.

Chapter VI

ENFORCEMENT PROVISIONS

Article 29. Implementation Organization

The Chairman, Vice-Chairmen, head of specialized divisions, and units under the District People's Committee, as well as the head of relevant agencies, are responsible for strictly implementing this regulation.

The Chief of Office of the District People's Committee is responsible for regularly urging and inspecting the implementation of this Regulation, and promptly coordinating with the Internal Affairs Division to propose to the District People's Committee for consideration, amendment and supplementation of the working Regulation of the District People's Committee, to be in accordance with the provisions of the law.
